How Uganda can reach the USD500billion GDP by 2040
Government of Uganda (GOU) launched a 10-fold growth goal in the year 2023. The ultimate goal is to grow the nominal Gross Domestic Product (GDP) from USD50billion to USD500billion by the year 2040. This requires a fundamental transformation into an industrialized and export-oriented economy anchored on National Development Programmes (NDPs) in Agro-industrialization, Tourism, Minerals and Science (ATMS). Using the projected GDP of USD72.24billion for 2026, Uganda must grow at a compound annual rate of 14.85% (2027-2040)as summarised in this illustrative mathematical model:
| Milestone year | Theme | Nominal GDP (USD’ Billion) |
| 2026 | Baseline | 72.24 |
| 2030 | NDP.IV | 125.69 |
| 2035 | NDP.V | 251.16 |
| 2040 | NDP.VI/ Vision 2040 | 501.89 |
National Development Programmes
| ATMS | National interventions and anticipated GDP contribution |
| Agro-industrialization | USD20billion per annum: Coffee, cocoa, fruits, oilseeds, livestock (dairy and meat), fish and vegetables. Uganda Development Bank (UDB) and other financial institutions can support commercialized agriculture and large-scale agro-processing. |
| Tourism | USD50billion: Long-term, integrated and sustained tourism investment programme. GOU to encourage private investments in tourism to boost visitor numbers, length of stay anchored in seamless visa procedures, buses, metro/region trains, entertainment, sports, airports and hospitality infrastructure. |
| Mineral-based industries | USD36billion: Crude oil/refinery products, gold refinery, cobalt, lithium, iron ore, limestone, graphite, phosphates. GOU and its strategic partners should develop critical mineral development infrastructure, mineral beneficiation, manufacturing and globally competitive value-added exports. |
| Science/Technology/ Innovations | USD136billion: Innovative products for use in knowledge-intensive industries. Artificial intelligence, software development, digital finance, tech skills. |
The GOU target is astronomically ambitious and requires sustained production, value-addition, exports and investments. Has a 10-fold GDP growth rate ever been achieved in a period of 17 years? Yes, Vietnam achieved it 1995-2012 through deregulation, international trade and Government investments.
